Please follow the steps below when measuring flour by volume.
Fluff up the flour.
Sprinkle the flour into a dry-cup measure (the one that measures exactly 1 cup, 1/4 cup, etc. at the top).
Scrape off the excess with a straight edge, such as a table knife.
