Cream butter, sugar, brown sugar and blend in eggs, water and vanilla extract.
Add sifted dry ingredients.
Cover and refrigerate for at least 2 hours.
Enclose each wafer in about 1 tablespoon of chilled dough. First press down small
piece of dough on cookie sheet, then place mint on top of pressed dough. Top mint
with more dough, press flat, and seal edges. Place on greased cookie sheet 2 inches
apart. Place a walnut half on top of each cookie if you wish.
